About The Job

The Finance Officer will be responsible for the day-to-day finance/accounting tasks and ensuring complete accountability in the use of donor funds.

Specific Skills
  • Minimum of five (5) years of work experience with the ability to provide finance support to a busy office;
  • Work experience in an International Non-Governmental Organization (INGO) is desired;
  • Experience in project administration, including sound knowledge of financial management, procurement, and project reporting;
  • Proven accounting and budgeting experience;
  • Experience with donor-funded projects;
  • Project management skills with a strong ability to support the monitoring of programme/project budgets.
Language Proficiency
  • Excellent command of English and strong verbal and written communication skills;
  • Sound command of the French Language both written and spoken.
Responsibilities & Duties
  • Support the preparation of cash forecasts and monitoring JA Rwanda office expenditures;
  • Assist the development of the programme budget for JA Rwanda;
  • Initiate the payment process for all invoices and other expenses related to JA Rwanda operations;
  • Ensure transactions are properly recorded and entered into JA Rwanda computerized accounting system;
  • Maintain proper accounting records in respect to invoices, cashbook, and payment vouchers for all payments for JA Rwanda office;
  • Prepare the reconciliation of balance sheet accounts and bank accounts including bank reconciliations for JA Rwanda office;
  • Manage vendors and ensure reconciliation of and payment to all service providers and vendors;
  • Prepare the monthly financial reports for JA Rwanda and monthly donor’s reports;
  • Maintain Fixed Asset Register for all JA Rwanda office assets;
  • Ensure financial policies and procedures are being maintained in the operations of JA Rwanda;
  • Ensure good accounting systems and internal controls for easy external financial auditing as well as internal audit reviews;
  • Prepare the payroll and file monthly statutory returns (PAYE, RSSB contributions, etc.) for JA Rwanda staff;
  • Assist in capacity building of non-finance staff on JA & relevant donor financial management guidelines, policies, and procedures as may be required;
  • Carry out any other duties as requested by the line manager.
Educational Requirements
  • Bachelor’s degree in Accounting, Finance, or a related field;
  • Professional qualification (ACCA or CPA) would be an added value;
  • Proficiency in accounting software (e.g., QuickBooks, SAP) and MS Office (particularly Excel).
