AFR seeks to recruit an Investment Analyst to support the “Terimbere MSME Support Facility and G2S Catalytic Fund”.

 

About the Terimbere MSME Facility and G2S Catalytic Fund

The Terimbere MSME Support Facility is a program which aims to strengthen the MSME support ecosystem and catalyse MSME financing, business growth, resilience, and decent jobs creation with a strong emphasis on women and youth-owned/led enterprises. The Facility is intended to support MSMEs in an effective, sustainable, and gender-intentional manner.

One of the Facility components is the Grow to Scale (G2S) Catalytic Fund. The Fund provides catalytic grants (returnable and non-returnable) to MSMEs especially those led by youth, women, and vulnerable or disadvantaged populations working in the agribusiness and tourism and hospitality sectors to be used for activities such as prototyping solutions and/or other advancements in innovative products and services. The Fund is open to eligible MSMEs supported by Terimbere MSME Facility, and a few selected partner business development service (BDS) providers.

The goal of the Fund is to help MSMEs access financing, increase productivity and efficiency in order to create dignified and fulfilling employment opportunities especially for young Rwandan women.

The Role: Investment Analyst

The Investment Analyst will support fund management activities under G2S Catalytic Fund by conducting detailed investment analyses, providing informed recommendations, and facilitating comprehensive MSME support. The Investment Analyst plays a pivotal role in grant pipeline management, due diligence, post-grant monitoring, and stakeholder engagement to ensure impactful investments.

Specific Skills
Educational Qualifications
  • Bachelor’s degree in finance, Economics, Business, or a related field.
  • A professional qualification such as CFA, ACCA, or CPA will be considered an added advantage.
Experience and technical skills
  • At least five (5) years of relevant professional experience in Investment Advisory, Impact Investment, Development Finance, Commercial Banking, Business Advisory, Enterprise development, or a related field—with exposure to investment analysis, due diligence, or financial evaluation.
  • General experience working in financial services, development programs, consulting, enterprise support organizations, or any role that involved working with MSMEs or assessing business growth potential.
  • Familiarity with MSME market dynamics and challenges related to financial inclusion and job creation in Rwanda.
  • Excellent analytical skills.
  • Excellent writing, and communication skills in English and Kinyarwanda.

Responsibilities & Duties
  1. Strategy and programming
    • Support the continuous improvement of the Catalytic Fund policies, procedures, processes and tools leveraging implementation learnings.
    • Support capacity building and awareness activities for MSMEs and partner business development service (BDS) providers clearly guiding them through grant application procedures and necessary documentation to ensure efficient, effective and impactful use.
  2. Ensuring Impactful Implementation of the G2S Catalytic Fund
    • Conduct detailed due diligence processes on MSMEs, including comprehensive financial modelling and analysis to assess viability, sustainability, and investment potential.
    • Undertake market and competitive analysis to evaluate opportunities and risks associated with each MSME.
    • Perform qualitative and quantitative risk assessments, propose robust mitigation strategies, and clearly document findings and recommendations.
    • Evaluate grant applications, catalytic initiatives and business plans systematically against predefined eligibility and selection criteria.
    • Prepare comprehensive investment proposals and presentations for review by the Investment Committee.
    • Provide tailored post-grant support in collaboration with the Terimbere MSME Facility and partner BDSPs teams to ensure MSMEs utilize funds effectively and achieve predefined objectives and impact.
    • In collaboration with the Terimbere MSME Facility and partner BDSPs teams, continuously monitor the supported MSMEs progress, identifying operational and strategic challenges, and providing timely interventions and recommendations to improve performance.
    • Ensure the activities are executed on time, within the budget, and aligned with G2S Catalytic Fund strategic objectives.
    • Support risk analysis for the Terimbere MSME Support Facility and ensure adequate controls and risk-mitigation strategies are implemented.
    • Ensure compliance with AFR policies and best practices.
  3. Partnerships, Influencing and Communicating for impact
    • Build effective working relationships with all stakeholders involved in the G2S Catalytic Fund Interventions and champion behavioural change that is important for sustainable MSME Financing.
    • Build strong relationships with entrepreneurs to understand their challenges and growth needs.
    • Establish strategic relationships with stakeholders within impact funding space to foster relationships, understand sector developments, and influence positive outcomes in MSME financing.
    • Actively participate in the development, implementation, and results measurement of Communications & Influencing plan for the AFR Terimbere MSME Support Facility.
    • Collaborate with the Investment Manager and Communications Team to disseminate insights within AFR, among stakeholders, and to champion continuous improvement
  4. Resource Management
    • Support the development of work plans, budgets, cash flow forecasts, and G2S Catalytic fund utilization tracking.
    • Collaborate with AFR Operations Department to ensure robust management and accurate tracking of the Catalytic funds.
    • Facilitate timely catalytic funds disbursements and repayment tracking, ensuring compliance with grant terms.
    • Regularly monitor MSME compliance with AFR’s guidelines, policies, and funders’ accountability requirements.
  5. Effective Monitoring, Evaluation and Learning
    • Actively engage in the implementation of Monitoring, Evaluation, and Learning (MEL) activities, applying established frameworks to measure the effectiveness of funding and ensuring that learning from the project is fully utilized to maximize impact.
    • In collaboration with AFR’s MEL team, prepare detailed and actionable reports on MSME achievements, identified bottlenecks, proposed solutions, and document lessons learned.
    • Prepare and submit regular technical and financial reports, as required by the AFR and partners.
  6. Other Duties
    • Perform other related duties as assigned by the line manager.
