The People and Culture Manager is responsible for developing, implementing, and driving human
resources strategies aimed at attracting and retaining talent within the Fund. The position is also
responsible for fostering a positive workplace culture that supports the achievement of the Fund’s
goals.

People and Culture Manager
Responsibilities & Duties
Strategic:
  • Develop and implement human resource strategies, program, projects and initiatives aligned with the overall objectives of the Fund
Culture & Development:
  • Lead in the development and implementation of culture alignment and transformation initiatives
  • Facilitate the implementation of an integrated performance management framework and employee development programs in line with high-performance cultures. This includes goal setting, mid-year conversations, and merit-based end-of-year conversations
  • Identify training needs for departments and individual executive coaching needs.
  • Deploy employee wellness initiatives to enhance the overall wellbeing and productivity of staff
  • Act as the performance improvement catalyst and driver and provoke positive changes in people management
  • Develop and deploy a learning and development plan/strategies as well as drive upskilling initiatives across all departments within departments to drive a high-performance culture within the Fund.
  • Track learning and development programs to ensure there is a high impact for staff and the organization and implement a feedback mechanism for continuous improvement
  • Drive employee engagement and recognition strategies
  • Lead and support all change management program
  • Lead and support all employee relations program and activities
  • Develop and drive a Talent management Framework that future proofs the organization
  • Utilize HR analytics to provide insights into workforce trends, employee engagement, performance, and other relevant metrics
  • Lead the process of providing feedback and making recommendations on improvement of systems and internal controls, planning and change management and resolution of HR issues.
Operational:
  • Monitor and ensure that human resource management practices at the Fund are compliant with the Rwandan Labor laws and best practice.
  • Liaise with functional heads to determine workforce needs in order to adequately plan for employee recruitment, selection, placement and onboarding.
  • Liaise with functional heads to prepare HR budget and ensure that all HR activities and programmes are within budget.
  • Establish and maintain equity, transparency and consistency in interpretation, determination, implementation, and administration of HR policy, procedures and guidelines on all HR related matters
  • Oversee human resource management compliance procedures to ensure adherence with statutory and regulatory obligations.
  • Ensure the department works closely with the finance department to ensure accurate payroll processing and statutory compliance on a monthly basis.
  • Oversee the Fund’s employee grievance handling process through providing timely and accurate guidance to people managers regarding employee relations issues.
Educational Requirements
  • A Bachelor’s Degree in Human Resource Management, Social Sciences or equivalent
  • A Masters’ Degree in Business Administration, Strategic Management or equivalent
  • Professional certification in Change Management such as PROSCI
Professional Experience & Skills

Experience:

  • At least 6 years' experience in a Human Resources / People and Culture role, 2 of which should be in a management role.
Technical Competencies:
  • Extensive experience in performance management methodology and frameworks
  • Demonstrated in-depth knowledge of developing and implementing workforce strategy
  • Demonstrated experience in culture transformation and driving organisational change
  • Working knowledge and experience with Human Resource Information Management Systems (HRIMS)
  • Demonstrated practical knowledge of the Rwanda labour laws and regulatory requirements
  • Experience in administration of statutory payroll requirements
  • Extensive knowledge of professional standards in the human resources management field
  • Expertise in management report writing
  • Experience in budget management
  • Strong business acumen
