About the SET4LYF Program

The SET4LYF (School-To-Work Educational Transitions for Long-Term Youth Fulfillment) "Set for Life" program is a flagship initiative led by JA Africa and funded by the Mastercard Foundation. The program aims to support 60,000 marginalized young women in Nigeria
and Rwanda with the skills, mentorship, and financial support necessary to complete secondary education and transition into dignified and fulfilling work through employment or entrepreneurship. In Rwanda, the goal is to empower 30,000 young women over a four-year period.

Job Purpose

The Monitoring and Evaluation (M&E) Officer will play a crucial role in tracking the  implementation, progress, and results of the SET4LYF program in Rwanda. The incumbent will lead the development and implementation of M&E frameworks, ensure the accuracy and integrity of data, facilitate learning and improvement, and contribute to effective reporting to stakeholders including the Mastercard Foundation.

Specific Skills
Qualifications and Experience
  • Minimum of 5 years' experience in M&E, preferably in youth education, entrepreneurship, or gender-focused programs.
  • Strong proficiency in designing M&E systems, logframe, and results-based management frameworks.
  • Demonstrated experience with digital M&E platforms (e.g., KoboToolbox, google forms, survey monkey).
  • Advanced data analysis skills using Excel or SPSS
  • Excellent report writing, communication, and presentation skills.
Desirable Skills and Attributes
  • Fluency in English and Kinyarwanda is required.
  • Knowledge of gender-responsive monitoring and youth-focused evaluation methodologies.
  • Strong organizational, analytical, and problem-solving skills.
  • Commitment to equity, inclusion, and the empowerment of young women.
  • Ability to travel within Rwanda and occasionally to other African countries.
 
Responsibilities & Duties
Monitoring, Evaluation and Learning System Development
  • Develop and operationalize the M&E plan for SET4LYF in Rwanda aligned with the program’s Theory of Change.
  • Lead the establishment and maintenance of a real-time M&E dashboard to track program outputs, outcomes, and impact.
  • Support the development of digital tools and systems for M&E including online data collection platforms in close collaboration with the JA Africa MEL Manager and MERL Director
Data Collection, Analysis and Reporting
  • Design and implement data collection tools (surveys, interviews, focus groups, etc.) in collaboration with field staff.
  • Collect, clean, and analyse quantitative and qualitative data to assess program performance.
  • Generate monthly, quarterly, and annual M&E reports with actionable recommendations and submit same to the JA Africa MERL Manager for onward submission to the JA Africa MERL Director.
  • Keep up-to-date records of all project SET4LYF Participants in Rwanda.
  • Track progress against key indicators, including enrolment, completion, post-program employment, entrepreneurship outcomes, and access to finance.
Capacity Building and Support
  • Train and mentor field staff, facilitators, and implementing partners on data collection and M&E best practices.
  • Ensure adherence to safeguarding, ethical research, and data protection standards.
Learning and Knowledge Management
  • Identify and document lessons learned, best practices, and success stories to inform adaptive programming.
  • Contribute to periodic impact studies, mid-term and end-line evaluations.
  • Participate in regional M&E coordination with other JA Africa Member meetings.
 
Educational Requirements
  • Bachelor’s degree in Social Sciences, Development Studies, Statistics, Monitoring and Evaluation, or a related field. Master’s degree will be an added advantage.
