About The Job
Head Of Finance is responsible for supporting organization's financial sustainability by ensuring good financial planning and management as well as overall compliance with organization, donor and government rules and regulations. He/ She is responsible for day-to-day financial operations, grants management, implementing organization's financial policies to provide effective support to the team. He/she plans, directs, and is responsible for providing quality financial services to all programs, projects, departments, and staff.
Specific Skills
- At least five years as a Finance Director or equivalent experience
- At least 8 to ten years’ experience working in a challenging finance role; with specific technical experience in budgeting, accounting, financial reporting, grants/contracts management and procurement management
- Demonstrated experience with financial troubleshooting and audit
- Excellent attention to detail, organized, and can work to strict deadlines
- A solid technical understanding of Generally Accepted Accounting Practice GAAP and current Rwandan legislation
- Proven experience in designing, implementing, and managing procurement systems that ensure transparency, cost-effectiveness, and compliance with organizational policies and donor requirements
- Skilled in procurement planning and forecasting, including preparation of annual procurement plans aligned with strategic and operational needs
- Demonstrated ability to conduct market analysis, supplier prequalification, bid evaluation, and contract negotiations to secure favorable terms and manage risk
- Good oral and written communication skills in English; French and Kinyarwanda are also an advantage
Responsibilities & Duties
- Strategy & Planning: Facilitate the development of budgets and financial plans that comprehensively support the implementation of organization’s work plan and the achievement of strategic objectives
- Risk & Compliance Management: Lead on the identification of organization's financial risks and the development & implementation of risk-management controls and practices
- Systems Development & Oversight: Develop policies, procedures and financial systems that will ensure effective and compliant management of organization's financial resources; monitor and support effective organization-wide implementation
- Finance Management: Oversee the sound use and management of organizational finances, following generally accepted accounting principles (GAAP), International Financial Reporting Standards (IFRS) and the laws of Rwanda
- Grants Management: Lead the grants management team in developing and implementing effective grant management systems, risk management and ensuring compliance with donor requirements and the achievement of value for money targets
- Analysis & Advisory: Lead the financial team to produce accurate, timely and meaningful financial analysis and reporting; support organization's management to make effective financial decisions
- Procurement Management: Provide strategic oversight of the procurement function by developing, implementing, and monitoring organization’s procurement systems, policies, and processes to ensure that the acquisition of goods and services is conducted in a transparent, efficient, and cost-effective manner.
- Team Leadership: Lead any staff or consultants who contribute to the finance department, empowering them to add value to organization and deliver high standards of performance
Educational Requirements
- Bachelor’s degree in accounting, Finance or Business Management or related field
- Fully Certified Public Accountant (CPA and / or ACCA)
